MOTOR VEHICLE PRE-PURCHASE INSPECTION REPORT

RECEIPT AND TAX INVOICE

WHAT YOU NEED TO KNOW:

We visually inspect the vehicle and report in general terms on its condition relative to its age, and the distance travelled.

We do not check water, oil or fuel consumption, the operation of any safety items, or the operation of CD, MP3 or Tape players etc.  We carry out a detailed general visual inspection that will usually reveal quality information about the condition of the vehicle.  We do not dismantle or remove items to check on items that are obscured.  We use our knowledge based on over 30 years experience in the used car market to assess the condition of the vehicle.  This report is NOT a warranty or guarantee for any purpose whatsoever and is only valid for the vehicle it is issued and on the date or within 30 days of its issue.  The sole purpose of this inspection and this report is to allow the prospective purchaser to make a better informed decision than otherwise be possible.  It is your responsibility to ensure that the vehicle is “as-inspected” at time of purchase.

The comments expressed in this report are that of the inspector only and they may or may not be shared by others – negative comments about a vehicle are always disputed by the seller, and therefore they should NOT be discussed or made available to the owner of the vehicle inspected – doing so makes this report null and void.  The report is for your eyes only!  Should you however decide to make this report or a copy thereof available to the seller, a representative of the seller or any other person whatsoever, we reserve the right to debit your Credit Card with an amount equivalent to that of the original fee agreed to, for every person you have made the report available to.

Please note that we only estimate the cost of items that a reasonably repairable.  By that we mean, that if a vehicle has one or two small dents, they may be removed through either panel repairs and painting or paint-less dent removal, we would estimate the cost.  Cost can vary greatly between repairers and type of repair.  You must obtain an independent quotation to be certain of the actual cost.  Where the vehicle has scratches, marks and dents on, or over many panels we would probably not estimate a cost, as it would most likely not be advisable to repair the whole of the vehicle.  The cost should be reflected in the overall value of the vehicle.

Where we estimated the value of a vehicle, such value is based on over 30 years of experience in buying, selling and valuing vehicles and is reflecting sales of similar vehicles by auctions, private and licensed sellers.  Please note that these estimates are our opinion only and that you should compare prices yourself by researching appropriate material that can be easily accessed through various web sites.  Sellers have usually an inflated opinion of the value of their vehicle.  Please do not discuss our valuation, but rather use it to negotiate a better deal.

SUMMARY for ABOVE:                 of 30 available points

(5 points are deducted per panel or component for every E and P, 1 to 5 points for every M or X)

Where we indicate with a “P” that we have detected previous paint and/or panel repairs, you should be aware that such repairs may be due to an accident of unknown severity, or simply a paint defect.  Repairers are often able to repair vehicles satisfactorily, but that is not always the case.  Sometimes bad repairs are disguised and are not immediately detectible.  Due to body flexing, wear and tear etc. problems may not arise until sometime in the future.  Buyers of vehicles that have been in accidents beware.  A REVS check will reveal whether a vehicle has been reported to be a “repairable write-off” (usually due to a major accident, hail damage, flood etc.) – conditions apply.  Not all vehicles involved in major accidents are written off, and thus are not reported to REVS.  We RECOMMEND that you locate a vehicle that has NOT been in any accident.

(5 points are deducted per item or component for every E, 1 to 5 points for every M or X)

Please note when the vehicle has been detailed, that is virtually all Dealer sold vehicles and some private sales, fluid seepages and leaks are not detectable unless the vehicle has been taken for an extended test drive.  Time does not allow us to take vehicles for extended test drives.  Low fluid levels (oil, water etc.) usually indicate that a leak exists, even if not shown on the report as having been detected.  Beware of vehicles with fluid levels that are not at maximum.  We consider oil dampness around seals and gaskets as satisfactory as opposed to excessive dampness where there is a visible build up of moisture or dripping of oil/fluid.

A rating of 50 or less means there are definitely better vehicles available.  A rating of 75 or more means the vehicle appears to be of good quality at time of inspection.  A vehicle without any faults and with full dealer service history could rate 100.  It is always best to buy a vehicle of good quality, even if it costs a little more.  However, be aware, even the best vehicle can develop sudden problems.  Not all issues can be readily diagnosed in advance.  The above rating does not take into account the price you are paying for the vehicle and is a guide only to allow you to make a better decision than otherwise possible.  The choice is always yours.

We rate this Vehicle:       /100

VEHICLE’S RATING RELATIVE TO ITS AGE AND THE DISTANCE TRAVELED.

(The average buyer of a near new vehicle has a higher expectation than the buyer of a very old vehicle. i.e. fair wear and tear is expected in an older vehicle, but not in a new vehicle). Vehicles with odometer readings exceeding 120,000 Km (Petrol) or 150,000 Km (Diesel) should be avoided!

Values can vary greatly between private sales, Dealer sales and Wholesale or Trade sales.  Where you buy from a Dealer, we will estimate the Dealer Retail Value, where you buy from a Private seller we will use a value reflecting a Private to Private sale.  Vehicles that rate 50 or less are not valued as in our opinion they should not be bought.

We estimate the Value of this Vehicle to be $

YOU MAY WISH TO PAY MORE OR LESS IF THE VEHICLE SUITS YOUR NEEDS.

IT’S UP TO YOU.  ULTIMATELY BUYERS DETERMINE THE VALUE OF VEHICLES.

We estimate the Repair cost to be $

THIS IS NOT A BINDING QUOTE – YOU MUST OBTAIN YOUR OWN PRICES.

All purchases from non-licensed sellers must be REVS checked BY THE BUYER to confirm that there are no monies owing on the intended purchase.  The enquiry can be made online at www.revs.nsw.gov.au or by Phoning 13 32 20 and MUST be made IMMEDIATELY PRIOR to completing the purchase (within 24 hours before finalising the purchase) – you MUST buy a Certificate for a small fee (currently $13.80) to get the protection offered under the scheme.  A REVS check will also reveal if an Insurance company has reported the vehicle as a “repairable write-off”. Conditions apply.

Our REVS check revealed:

There IS NO Financial Interest registered with REVS.

The Vehicle HAS not BEEN reported as a repairable write-off in NSW.

Vehicle’s Identifiers matched with the RTA.

OUR CHECK OFFERS NO PROTECTION AND IS CONDITIONAL.

PLEASE NOTE:

  • If the Vehicles is not as good as you were hoping for, may we suggest that you visit, or re-visit our web site www.carsolutions.com.au and click on the Articles Tab (2nd from the right on top of the page) where Article 13 that may assist you in locating a more suitable vehicle and Article 4 may assist you with locating a car from a private seller.
  • Should you require a further Inspection, please not that we will assist with a further 10% discount off the price paid for the first Inspection, provided the second Inspection is in the same general area.
  • If you are proceeding with the purchase and the purchase is from a Private seller, you may find Article 4 of interest.
  • A “repairable write-off” is a vehicle that has been written-off by an Insurance company.  This usually occurs when an Insurance company deems that a quality repair would cost more than replacing the vehicle for the agreed or market value, whichever is applicable.  An Insurance company is not likely to write-off a vehicle for a minor accident or incident.  BEWARE buying a repaired “write-off”!
  • Please let us have your Feedback - we are interested to know what you think of the service, the quality of the report etc.  We encourage both positive and negative comments.

If you require further information regarding the inspection, more car buying tips call the inspector during business hours on 0412 22 03 03.

*EXPLANATION OF RATING:

1: A Vehicle is made up of many small items that once assembled form components (For example, a wheel consists of a tyre with a valve, a wheel rim, and a sometimes a wheel cover).

2. Major components include: The Body Shell (Exterior), Wheels and tyres and the Engine.  We have grouped some of these components together in sections, i.e. Mechanical items such as the Engine, other mechanical components housed in the engine compartment such as the Air-conditioning compressor etc. others are under-body mechanical items such as the Axle and Exhaust system.  The driver’s controls are listed under Interior, the Transmissions performance is shown under Road Test, also very important is the vehicle history, especially the service history as it will affect the long levity, of not only the engine but other mechanical parts, such as the transmission as well.

3. All items, components and group of components make up 100% of a Vehicle.  That is why we have chosen 100 as our Rating Bench Mark.  We have      broken down this Bench Mark Rating of 100 and allocated ratings points as follows:

Mechanical (50):     Service History 10 (as we cannot see inside a engine or transmission we use the service history to tell us the most likely state of affairs, a well maintained engine is much less likely to develop a problem then one that was not well maintained), Road Test 10 (a test drive will tell us the performance of the engine and transmission as well as the suspension, steering etc.), Engine/Engine Components and Under Body Mechanical Items 30 (the outside inspection of these components and items will reveal such information as fluid leaks, cracks, and other faults, Total 50.

Other (50): Interior 10, Wheels and Tyres 10 and Body 30 (a vehicle involved in a major accident can potentially have serious problems, affecting certain mechanical parts and especially its handling, driveability and future value).

4. We deduct Rating Points for items that are faulty or are not performing the way they were designed to perform.  The perfect used vehicle would

score 100.  To score 100, the vehicle would have to be a 1 Owner vehicle with a franchised dealer service history recorded in the vehicle’s service manual as recommended by the manufacturer, all components would function as they were designed to, the vehicle would have good tyres (even though with some wear – minimum 50% tread remaining) and would have a good exterior without repaired (or unrepaired) accident damage.  Marks, scratches as would be reasonable for a vehicle of its age.  We have had vehicles scoring as high as 98 out of 100.

Important Note:

If you buy a vehicle using this report to form an opinion as to whether or not the vehicle is suitable, please note that we have NOT taken into consideration your financial position or your needs, desires or lifestyle ambitions when compiling this report.  To keep this in mind is especially important when buying European/Prestige vehicles that may on average cost at least twice as much to maintain as a locally or Japanese imported vehicle.  Please also remember that Service advisors employed by Service centres are trained to sell services that may be nice to have, but are NOT essential.  Typical are recommendations to replace items that are showing early signs of wear, (we would mark them as satisfactory given the vehicles age and distance travelled) but may last, depending on use of course, some considerable time.  It is not uncommon to receive, for a European Prestige Vehicle, a quote that could run into several thousand dollars in “recommended” additional repairs.
